An Analysis of Naxal Insurgency in Odisha: A Multi-faceted Approach

The Naxal insurgency in India, particularly in Odisha, represents a complex adaptivesystem and poses one of the most significant internal security threats to the country. Thispolicy paper examines the persistent challenge of Left-Wing Extremism (LWE) and itsbroader implications for national stability. Originating from a belief in the principle that"power flows from the barrel of the gun," the LWE aims to initiate the New DemocraticRevolution (NDR) by overthrowing the Indian government. Establishing bases in rural andremote areas, the LWE seeks to create a Red Corridor from Nepal to Andhra Pradesh.Despite extensive paramilitary deployment and significant financial investment in internalsecurity, Naxalism has demonstrated resilience, highlighting the inadequacy of existingstrategies. This study focuses on the Naxal insurgency in Odisha, using a research modelthat maps the interactions of various stakeholders within the Naxal problem. Themethodology includes qualitative analysis of policy interventions and their outcomes. Thefindings reveal that treating the Naxal issue merely as a law-and-order problemexacerbates violence and recruitment among tribal youth. Conversely, a multiprongedapproach involving development, land reforms, political engagement, military action, intelligence gathering, and rehabilitation shows promise in reducing Naxal activities andcasualties. The paper advances academic discourse by presenting a nuanced understanding of theNaxal insurgency through the lens of complex adaptive systems. It underscores the needfor balanced policy interventions that address the root causes of the conflict, includingsocial, economic, and political inequalities. This research provides valuable insights forpolicymakers aiming to design comprehensive strategies that balance the use of forcewith developmental initiatives. In conclusion, the study emphasises the importance ofpersistence, time, and patience in resolving the Naxal insurgency. It calls for anevidence-based approach to policy formulation and implementation, advocating for amultipronged strategy that fosters development and political participation whilemaintaining security. This forward-looking perspective encourages ongoing dialogue andadaptation to effectively address the evolving nature of the Naxal threat.
