HUMAN RESOURCES AS A STRATEGIC FACTOR OF ADAPTATION AND RESILIENCE OF MEDICAL COLLEGES TO EXTERNAL CHALLENGES

This study investigates the strategic role of human resources in enhancing the resilience of medical colleges operating within the technical and vocational education and training (TVET) system. The research addresses how medical colleges can adapt to external shocks—such as the COVID-19 pandemic, educator shortages, digitalization, and systemic reforms—while maintaining the quality of healthcare workforce training. Drawing upon international frameworks from WHO, UNESCO, OECD, and ILO, the study explores challenges ranging from staff burnout to institutional inflexibility, and analyzes practical solutions including flexible upskilling modules, psychological support systems, participatory management, and organizational culture development. The findings emphasize that human capital is not only a structural resource but a dynamic driver of institutional sustainability. Strategic human resource management, therefore, is essential for ensuring long-term educational performance and for aligning medical education with evolving healthcare needs.
