ANALYSIS OF LEGISLATIVE REGULATION OF THE DEVELOPMENT OF PROFESSIONAL COMPETENCIES OF CIVIL SERVANTS IN UKRAINE

The study analyzes the legislative regulation of the development of professional competencies of civil servants in Ukraine. The key regulatory acts - laws, government resolutions, strategies and documents of the National Agency of Ukraine on Civil Service - that define the requirements for competencies and mechanisms for their formation are considered. The principles of integrity and professionalism, approaches to training and evaluation of personnel are highlighted. Gaps and duplication of norms are identified, and areas for improving the legal framework in line with European standards and current challenges of the public service are outlined.
