The All-Hazards Consequence Management System TM (AH-CMD)
A Meta-Theory of Consequence Domain Management and Strategic Collapse Prevention Draft — For Field Use, Review, and Integration into National Practice CORE PREMISE Emergencies cannot be “managed.” Disasters cannot be predicted. But consequences can be — and must be — directly mitigated through domain-based, memory-informed actions. The CMD (Consequence Management Domain) system presents a scalable, domain-agnostic method for rapidly navigating consequence chain sequences — without relying on trigger thresholds, forecasts, or delay-prone decision trees. This is not a replacement for emergency management. It is the system underneath it. CMD SYSTEM BELIEFS · Resilience is not a bounce — Resilience is recursive agency: the ability to realign in the face of collapse — across individuals, institutions, and infrastructures.it is performance under stress, measured by memory-based consequence integration. · Time is recursive — each collapse carries encoded lessons. We shorten the interval between collapse and reformation by pre-positioning memory as protocol. · Freedom (agency) is not absolute — it is earned probabilistically via recognition of collapse vectors and timely flips of ethical-reflexive action. · Anchors are not capabilities — they are gravity wells of consequence that define systemic stress points. All other domains orbit and collapse into them. · Every chain is real — consequence flows are observable. We do not “wait and see.” We see and act. ANCHOR-CHAIN MATRIX (CMD Domains × Anchor Domains) Instruction: Start with the threatened anchor, move across all linked CMD domains. Each CMD domain contains pre-vetted agency-compliant action steps.
