PENERAPAN SISTEM INFORMASI GEOGRAFIS TERHADAP DAERAH RAWAN KRIMINALITAS DENGAN METODE FUZZY C-MEANS

ABSTRACTCrime is an act of breaking the law as well as social values, religionand has a negative economic and psychological impact. Thisresearch develops a Geographic Information System (GIS) to mapcrime-prone areas in Pati Regency using the Fuzzy C-Means (FCM)clustering method. The FCM method is applied to group crime datainto three cluster categories: safe, moderate, and vulnerable.Visualization of clustering results in the form of geolocation mapsof crime cases per period provides an informative spatial overviewfor the Community security monitoring program. Model evaluationwas conducted with two indices, namely Partition Coeffient Index(PCI) and Fuzzy C-Means (FCM), in order to obtain a comprehensiveanalysis of clustering quality. The test results show the PCI valueof 1.00 and FCM 1.00, indicating that PCI measures the hardnessof partitioning based on the FCM algorithm, while SI assesses thequality of partitioning based on data structure. The difference invalue is influenced by fuzzifier parameters, number of clusters, and data diversity. This system is expected to support strategicdecision making in handling crime and improving security in PatiRegency. Keywords: Fuzzy C-Means, Geographic Information System,Crime, Clustering
