This article examines the strategic management features of international IT outsourcing companies operating under the influence of digital transformation and global environmental turbulence. The study identifies the key challenges these firms face - such as technological dynamism, project-based operations, and client-driven value creation - and outlines how traditional planning approaches are insufficient in such volatile conditions. Emphasizing the relevance of the dynamic capabilities framework and the «Strategy-as-Practice» approach, the paper conceptualizes strategic management as an adaptive, iterative, and knowledge-based process. It compares classical and modern strategic models in IT outsourcing and presents a synthesized conceptual model rooted in sensing, seizing, and transforming capabilities. The research integrates a multilevel review of global technological, organizational, and economic trends, including digitalization, agile methods, "nearshoring", and outcome-based contracts. It argues that successful strategies in this context require continuous reconfiguration of internal resources and rapid strategic learning cycles. The paper demonstrates that flexibility, innovation, and responsiveness are not abstract concepts but measurable management capabilities that form the basis of strategic transformation. The resulting framework enables firms to align strategic intent with real-time market signals and technological shifts. The study concludes that dynamic capabilities serve as a meta-resource facilitating resilience and long-term competitiveness. The findings offer approaches for evaluating and enhancing strategic adaptability in IT outsourcing companies, particularly those facing global complexity and rapid industry evolution. Moreover, this conceptual framework opens avenues for empirical validation through performance-based metrics, enabling firms to benchmark their adaptive maturity and identify capability gaps not only within the digital ecosystem but in managers' mindsets. And dynamic capabilities will be playing the main role in these changes as "meta-rules".
