The Civilian Health and Medical Program of the Department of Veterans Affairs and the Kaiser Gap: The Impact of Closed Health Maintenance Organization Systems on Veteran Families
This editorial examines how Kaiser Permanente’s closed HMO system creates serious access barriers for families covered under CHAMPVA, the federal health program for spouses and dependents of disabled veterans. By refusing CHAMPVA patients, Kaiser forces families to bypass nearby hospitals and face devastating balance bills, even during emergencies. The article compares CHAMPVA’s protections with Kaiser’s structure, highlights the minimal financial impact CHAMPVA acceptance would have on Kaiser, and calls for policy reforms to ensure nonprofit hospitals honor their public obligations to veteran families.
