La Violencia de Género en Entornos de la Educación Superior. Un Análisis Puntual en la Universidad Técnica de Machala
This research addresses the issue of gender violence in higher education settings, with an emphasis on the case study of the Technical University of Machala (UTMACH). From a legal, documentary, and critical perspective, it analyzes the regulatory and institutional mechanisms that govern the approach to these forms of violence, evaluating their effectiveness in terms of prevention, punishment, and redress. The study uses qualitative methods, applying regulatory analysis techniques, reviewing specialized doctrine, and conducting case studies, taking Resolution No. 0141-2023-CU-SO-08 as a reference. Weaknesses are evident in the implementation of the institutional protocol, the absence of clear conceptualizations of symbolic violence, microaggressions, and abusive hierarchical relationships, as well as deficiencies in the processes of comprehensive reparation for victims. Although UTMACH has provisions in its Statutes and internal regulations, these are insufficient to fully comply with the standards established by the Constitution of the Republic of Ecuador, the Organic Law on Higher Education, and international instruments such as CEDAW and the Belém do Pará Convention. It is concluded that the university requires a structural reform of its gender policies, the implementation of a statistical monitoring system for cases, the creation of a University Gender Ombudsman, and the mainstreaming of a gender perspective in academic training. This work aims to be a replicable input for other higher education institutions in Ecuador.
