STUDI IMPLEMENTASI OLAHRAGA PENDIDIKAN BERDASARKAN PAYUNG HUKUM KEOLAHRAGAAN : TINJAUAN TERHADAP PERANANNYA DALAM PEMBANGUNAN
The development and coaching of educational sports is included in the scope regulated by the Sports Law. The responsibility for its implementation lies under the authority of two government agencies, namely the Youth and Sports Agency (Dispora) and the Education Agency (Disdik). Therefore, synergy between the two institutions is the main key in optimizing the function of coaching and developing educational sports. However, until now there has been no optimal synergy between the two, especially in terms of formulating and implementing policies that support the development of educational sports more effectively. As a result, students as the main subjects of the policy have received less positive impact. Based on this background, this study aims to examine the implementation of educational sports policies based on the Sports Law, which conceptually emphasizes that sports have a contribution to development in general. This study uses a qualitative approach with a case study design carried out in the Special Region of Jakarta (DKJ) Province. Although DKJ is no longer the nation's capital, the dynamics of government related to the management of educational sports are still centered in this area. The techniques used to collect data include interviews, field observations, and studies of related documents. The data was analyzed by focusing on three main components in assessing implementation, namely the program being run, the party running the program, and the party affected by the program. The results of this study indicate that the implementation of educational sports has been in line with the provisions of the Sports Law. However, there are still a number of shortcomings and inequalities in its implementation in several aspects that were found.
