Climate Change Resilience and its Economic Implications for Agriculture in Tamil Nadu
Abstract Tamil Nadu's agricultural sector, a cornerstone of its rural economy and food security, faces profound economic challenges due to intensifying climate change impacts. The state, heavily reliant on both Southwest and Northeast monsoons, is increasingly vulnerable to erratic rainfall patterns, prolonged droughts, increased temperatures, and saline intrusion in coastal areas. These climatic shifts directly translate into significant economic losses through reduced crop yields (e.g., rice and sorghum declines), increased input costs (e.g., deeper borewells, specialized fertilizers), and disrupted cropping patterns, impacting farmer livelihoods and exacerbating rural poverty. This study will theoretically assess the economic vulnerability and resilience of Tamil Nadu's agricultural system using frameworks such as Resilience Theory and the Sustainable Livelihoods Framework. It will delve into the economic rationale for adopting various climate-resilient agriculture (CRA) strategies, including crop diversification towards drought-tolerant millets, improved water management techniques like drip irrigation, and the revitalization of traditional farming practices. Furthermore, the synopsis will analyze the economic costs and benefits associated with these adaptation measures, examining how government policies (e.g., the Tamil Nadu Climate Change Mission, NICRA projects, ADAPT4R with WFP) and institutional support influence farmer adoption rates. The paper aims to identify critical gaps in financial access, technological dissemination, and market linkages that hinder widespread resilience building, ultimately proposing actionable strategies for a more economically stable and climate-proof agricultural future for Tamil Nadu.
