Regulatory legal support for the organization of medical care for malignant neoplasms in the Russian healthcare system
The incidence of malignant neoplasms and associated mortality present a major challenge to national health systems. Malignant neoplasms remain one of the leading causes of mortality, second only to cardiovascular diseases, while the ‘cancer burden’ goes beyond mortality. The aim of the study is to analyze the normative legal acts regulating the organization of medical care for malignant neoplasms in the Russian healthcare system. The analytical review of normative acts from 1996 to 2025 on the organization of medical care for malignant neoplasms in the Russian healthcare system was carried out. Regulatory documents concerning the registration of patients, national programs and projects aimed at the availability of prevention, diagnosis, and treatment of oncological diseases, procedures defining the patient’s route in the Russian Federation and in the Saratov Region, as well as normative legal acts regulating the volume and quality of medical care are considered. The analysis of the current normative legal acts shows that there are organizational and methodological grounds for the provision of medical care for malignant neoplasms in the Russian healthcare system. The analysis includes both the national program and the long-term strategy of healthcare development, aimed at optimizing various types of medical care for cancer patients, and the regional one, operating in the Saratov Region.
