DEVELOPMENT OF A METHODOLOGY FOR EVALUATING THE EFFECTIVENESS OF UNIVERSITY STRATEGIC DEVELOPMENT PROGRAMS: THEORETICAL ASPECTS

The article examines approaches to assessing the effectiveness of Russian universities. The authors have developed a methodology for comparative evaluation of the effectiveness of university development programs using economic and mathematical methods. It is based on an approach to efficiency as maximizing positive effects on invested resources and involves selecting observation units, indicators for forming a set of input and output parameters, as well as comparing the proportions between them.
