The purpose of this study is to analyze the integrated development policy of Smoke-Free Areas (KTR) in teaching and learning facilities in Depok City that is effective in reducing the number of novice smokers. This is based on the fact that, in 2024, the number of novice smokers aged 10–14 years in Depok City reached 3.1%, far above the national figure of 0.5% as per the 2023 SKI. The research method uses the RIA (Regulatory Impact Assessment) policy impact prediction approach conducted through in-depth interviews, Focus Group Discussions, document evaluations, and field observations. The results of the study found that there is a need for policy improvements, especially at the stages of policy implementation and policy evaluation. The recommended policy improvement is the development of an integrated policy in the form of drafting a mayoral regulation as an implementing regulation of Depok City Regional Regulation Number 2 of 2020 concerning KTR. The policy impact prediction assessment was carried out using the RIA method, showing positive impact prediction results.
