ADAPTIVE MECHANISM FOR IMPLEMENTING THE REGIONAL INFRASTRUCTURE STRATEGY: THE ROLE OF PUBLIC-PRIVATE PARTNERSHIP AND DIGITAL TRANSFORMATION (ON THE EXAMPLE OF THE DPR)

The article proposes an adaptive mechanism for implementing the regional infrastructure strategy as a holistic management model that combines regulatory, financial, economic, organizational, managerial, and personnel and educational components into a single system capable of quickly responding to changes in the external environment. Isolating public-private partnership (PPP) as a core element in the proposed mechanism allows us to create a sustainable model that can adapt to changing external conditions, minimize risks, and ensure the efficient use of limited resources. In the context of the DPR, this is especially important, since it allows us to combine the requirements for prompt restoration of infrastructure with the tasks of long-term sustainable development of the region. The emphasis is on digital transformation as a key catalyst for the proposed approach, permeating all levels of infrastructure development management. PPP in combination with digital tools allows us to optimally distribute risks between participants, attract investments in unstable conditions, and ensure sustainable development of infrastructure.
