STRATEGIES FOR THE ADAPTATION OF RUSSIAN FUEL AND ENERGY COMPANIES TO INTERNATIONAL SANCTIONS PRESSURE BASED ON THE INTRODUCTION AND USE OF DIGITAL TOOLS
This article is devoted to identifying strategic areas for adaptation of fuel and energy companies to international sanctions pressure based on the implementation and use of digital tools for optimizing supply processes. The fuel and energy complex of the Russian Federation (FEC RF) is a significant industry sector for the domestic economy, since almost half of the state budget is formed through oil and gas revenues and tax deductions of energy companies, a significant share of export revenue is provided by oil and gas resources, and a third of industrial production is ensured by the functioning of fuel and energy companies. In the period 2022–2024, new packages of international economic sanctions began to affect the business processes carried out by fuel and energy companies, which led to an increase in the time period for putting new fields into operation, an increase in the cost of credit funds, as well as an increase in transport and logistics costs when organizing and carrying out cargo transportation. In accordance with the multifaceted impact of international sanctions on the activities of Russian fuel and energy companies, a gradual transition of industry business entities to digital business models is becoming relevant. The objective of the study is to develop strategic areas for the adaptation of fuel and energy companies to international sanctions pressure based on the implementation and use of digital tools for optimizing supply processes. Main results of the study: 1) the characteristics of international sanctions affecting the Russian fuel and energy complex (technological, financial, logistical) are systematized; 2) the results of the analysis of the strategic areas of adaptation used by Russian fuel and energy companies are presented; 3) the results of the development of strategic areas of adaptation of fuel and energy companies to international sanctions pressure based on the implementation and use of digital tools for optimizing supply processes are reflected. Research materials: statistical data from Rosstat, industry associations of the Russian fuel and energy complex for 2020–2024, the largest corporations in the fuel and energy, oil and gas sectors, and the coal industry for the period 2022–2024. Research methods: systematization, comparative analysis, contrastive analysis, analysis of statistical time series, generalization, economic and mathematical modeling, abstract logical method, induction, deduction, systems approach to economic analysis, conceptualization and algorithmization of data, graphical and tabular visualization of data. Main findings of the study: 1) it is advisable to consider the introduction and practical use of digital tools that optimize, in turn, the implementation of various business processes as a key strategic mechanism for adapting the business activities of Russian fuel and energy companies. Digital tools are a means of reducing the time period for planning procurement activities, optimizing warehouse accounting and inventory volume, automated search for organizations supplying materials, software, components, hightech equipment, practical application of modern dynamic pricing models, reducing logistical risks of delivery disruption, modeling sanctions scenarios of impact on the business activities of Russian fuel and energy companies; 2) systematization of international economic sanctions affecting the activities of Russian fuel and energy companies showed that technological international sanctions are significant among them, in particular, they significantly affect the economic effects of large-scale projects implemented in the Arctic zone. At the same time, financial international sanctions imposed on Russian fuel and energy companies imply a significant transformation of the entire system of financial calculations, accounting and settlements with suppliers; 3) based on the analysis of strategic adaptation areas used by Russian fuel and energy companies, promising mechanisms for adaptation of fuel and energy companies to international sanctions pressure were presented through the introduction and use of digital tools for optimizing supply processes: the formation of digital platform solutions, including a database of alternative suppliers, digital twin models that meet the principles and directions of import substitution policy, the construction of an intelligent system of transport and logistics supply chains, predictive analytics tools, and financial digital tools.
