WATER AND ENERGY POLICY OF KAZAKHSTAN
The article examines the political and diplomatic aspects of Kazakh-Kyrgyz relations in the sphere of energy resources. Problems in the energy sector between Kyrgyzstan and Kazakhstan have become increasingly acute and inevitable in the last 10–15 years. Over the past 30 years, energy, as one of the main elements of existence, has transformed into a political lever of pressure on neighboring countries. Similar practices are used in many countries around the world. In this regard, given the growing acute shortage of water and the special attitude of state leaders to its shortage, the topic of energy resources is constantly on their agenda. During the period of Kazakhstan's independence, water and energy resources have played and continue to play a key and vital role in the development and strengthening of the economy, political and socio-cultural life of Kazakhstanis. The so-called system of the unified energy ring of Central Asia, which operated under the Soviet Union and provided the population with electricity, was destroyed by the leadership of the Central Asian republics, and is still largely politicized. The article touches upon the energy dependence of the republics, which has become a political issue that is growing every year. Work is being carried out on an ongoing basis to resolve issues of uninterrupted supply of electricity to the population.
