DEVELOPMENT OF CLASSIFICATION OF FACTORS OF FORMATION OF INNOVATIVE POTENTIAL OF THE REGIONAL ECONOMIC SYSTEM

The modern understanding of innovation potential necessitates its conceptualization as a complex multifactorial system. A defining feature of this system is its non-linear development trajectory, where even minimal changes in individual components can trigger significant structural shifts. This inherent unpredictability renders linear models inadequate for forecasting innovation potential development and demands fundamentally new analytical and evaluative approaches. This article enhances the typological classification of innovation potential management factors by incorporating dynamic interaction parameters, enabling the identification of: сore factors, lagging factors, leading factors. Concurrently, the classification of innovation potential formation factors is updated through: an ecosystem-based factor block reflecting interactions among economic agents within national boundaries; a neo-technological factor block focusing on adoption of next technological paradigm advancements. The proposed framework enables a more precise understanding of innovation potential development logic and serves as a foundation for strategic planning and innovation management at regional levels.
