Land use planning and surveying in Russia
The article explores the evolution of land use planning in Russia, focusing on its application to urbanized territories. The author analyzes historical stages, including the Stolypin reforms and the Soviet period, when land use planning encompassed both rural and urban lands. The market reforms of the 1990s led to the deterioration of the urban environment due to the dominance of developers focused on profit. The author compares the Russian experience with that of the United Kingdom, where land use planning has been developing with an emphasis on the legal establishment of boundaries and rational land use, which is reflected in the standards of RICS (Royal Institution of Chartered Surveyors). RICS regulates standards for, land use planning, construction, and real estate management, including aspects of sustainable development. In conclusion, the article proposes to adapt international standards, such as ILMS and WLCA, to Russian conditions, and emphasizes the need to return land use planners to work with urban territories and introduce new technologies, such as carbon land use planning, for sustainable and low-carbon development of territories.
