Dansk digitalisering för svenska myndigheter? : Digital myndighetspost i Sverige och Danmark: en jämförande fallstudie

The aim of this essay is to explain the underlying causes of Sweden’s stalled cross-government digitisation efforts by comparing its policy implementation to that of neighbouring Denmark. Focusing on the digitisation of government post, the study tests two explanatory factors: path dependence and the degree of administrative centralisation, thereby contributing to the broader academic discourse on public sector digitisation. Digital Era Governance (DEG) serves as an interpretive lens and supplies a common vocabulary: reintegration, needs-based holism, and digitisation. Using a comparative case study approach, the essay analyses the digital mail transitions in both countries through public reports, OECD data, and process tracing of relevant legislation. It also examines organisational differences and the impact of previously adopted strategies that may explain the divergent trajectories. The primary time frame is 2011–2024.
