Three Technical Blocks for an Effective Reduction Toward the Riemann Hypothesis

We present three self-contained technical blocks—(i) a discrete log–Hilbert inequality withexplicit constants, (ii) a Lipschitz bound for a smoothed arithmetic trace, and (iii) a grid-coverageplus Lipschitz-propagation step—that together yield a clean reduction scheme excluding zeros ofζ(s) with ℜs > 1/2 on dyadic blocks, conditional on verifying a uniform negative margin at gridcenters and on a kernel-dependent positive floor. The framework is compatible with standardexplicit-formula technology [1 , 2 , 3] and with unconditional explicit prime bounds [ 7, 8 ]. Wealso record parameter guidelines and an implementation checklist. These blocks are intended tobe plugged into a broader proof strategy while keeping all constants explicit and numericallycertifiable.
