The system of internal affairs bodies of Ukraine (hereinafter - IAB and/or the system) is one of the leading subjects of power, called upon to directly fulfil this state duty, and the effectiveness of its activities directly depends on the level of material and technical support of the system. Abstract

Article 3 of the Constitution of Ukraine emphasises that the establishment and maintenance of human rights and freedoms is the main duty of the state. The system of internal affairs bodies of Ukraine (hereinafter - IAB and/or the system) is one of the leading subjects of power, called upon to directly fulfil this state duty, and the effectiveness of its activities directly depends on the level of material and technical support of the system. In the period of the Russian-Ukrainian war, the IAA system acts as an entity that is involved in the security environment of Ukraine to the maximum extent possible. The peculiarities of organising the activities of internal affairs agencies under martial law are determined by current legislation, in particular the Law of Ukraine ‘On the Legal Regime of Martial Law’, and depend primarily on the current operational situation, as well as on political, economic, social conditions and other circumstances, including the state is developing special plans to ensure, among other things, the efficient use of internal material and organisational resources of the system. Undoubtedly, the main task of the country’s post-war recovery will be to concentrate the state’s efforts on strengthening the country’s defence capability and the competitiveness of the national economy. A component of modern economic relations in Ukraine is the economic activity of the subjects of the internal affairs system, the effectiveness of which depends primarily on selection of promising options for law-making decisions capable of ensuring the proper legal regime of the property on which it is based. It should be acknowledged that the study of the peculiarities of the property basis of economic activity in the IAA has not yet been the subject of due attention of scholars. The study of problematic aspects in this area is an urgent necessity in modern conditions and a guarantee of their timely and successful resolution. The article proposes a systemic management approach as an effective tool for studying the legal regime and property status of business entities in the system of internal affairs. A brief review and analysis of the legislation is made, and proposals for its improvement are made. Particular attention is paid to determining the types of material and technical support of internal affairs agencies as a system of economic relations, and the author suggests priority measures which will allow an objective assessment of the effectiveness of legal regulation in the area under study and outline the ways to rationalise economic activities in the internal affairs system under conditions of strict budgetary austerity.
