Українські громади в країнах Європейського Союзу як індикатор актуальних тенденцій міграційних процесів

Relevance of the research. One of the consequences of the full-scale invasion of the rf to Ukraine was the mass migration of Ukrainians both within the country and beyond. Thus, the Office of the UN High Commissioner for Refugees recorded in European countries at least 5 million refugees from Ukraine. As of January 31, 2023, UNHCR has already registered 8,046,560 refugees from Ukraine all across Europe. This is about 19% of the population of Ukraine (according to Eurostat estimates for 2021). 4,823,326 refugees have registered for temporary protection in Europe. From a geopolitical point of view, russia’s war against Ukraine, as well as russia’s confrontation with the West in general, has all the signs of a long-term international migration crisis. We can agree that “the mass influx of Ukrainian refugees is not an accident – it is part of Putin’s plan to destabilize Europe.” In this regard, it is relevant to study the problems associated with new Ukrainian communities in the countries of the European Union, the adaptation and integration of a huge number of Ukrainian citizens who have come to the EU and, due to the war, may stay there for a long time. Purpose. To analyse the institutional aspects of the migration processes caused by the russian aggression against Ukraine, in a special aspect – from the point of view of the experience of adaptation of Ukrainians in various communities, as well as organizations and centres that were created by Ukrainians and their colleagues from European countries to accelerate the process of assistance and adaptation in the new social environment. Conclusions. Unlike the consequences of the first russian aggression against Ukraine in 2014–2015, when most of the internally displaced persons from the Donetsk and Luhansk regions, as well as Crimea, moved to permanent residence within Ukraine, its second stage in February 2022 caused the forced migration of Ukrainians outside Ukraine. As a result, the EU countries faced an unprecedented migration challenge that exceeded the scale of a similar crisis in 2015–2017, caused by the war in Syria. In the European community, the migration crisis, which arose due to a large influx of migrants from Ukraine, provoked in the information, expert, and political spaces a discussion on the unification and modernization of the national migration systems of the EU member states. At the same time, the number of both registered refugees and those registered for temporary protection continues to grow, which indicates a possible eventual increase in the number of people who left Ukraine due to the war. In many ways, political will in such unprecedented situations plays the main role in forming the basis for further steps.

Abstract

Relevance of the research. One of the consequences of the full-scale invasion of the rf to Ukraine was the mass migration of Ukrainians both within the country and beyond. Thus, the Office of the UN High Commissioner for Refugees recorded in European countries at least 5 million refugees from Ukraine. As of January 31, 2023, UNHCR has already registered 8,046,560 refugees from Ukraine all across Europe.
