Роль держави у зниженні рівня ДТП: правові аспекти імплементації міжнародних норм

Road traffic safety is one of the priority areas of state policy, affecting the preservation of citizens’ lives, the development of the transport system, and Ukraine’s integration into the European legal space. The implementation of international standards in road traffic safety is essential for reducing the number of road traffic accidents (RTAs) and improving transport infrastructure. The main international documents in this field include the Vienna Convention on Road Traffic, the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), the UN Global Plan for Road Safety, and European Union directives. Their implementation will contribute to increasing road safety in Ukraine. Despite the adoption of legislative initiatives such as the National Transport Strategy of Ukraine until 2030, several issues hinder the effective implementation of international standards. The primary challenge is insufficient funding, which slows down infrastructure modernization, the installation of traffic violation monitoring systems, and the expansion of safe pedestrian crossings. Ineffective control over compliance with traffic regulations remains a significant problem, particularly due to corruption factors and the limited capacity of law enforcement agencies. In addition, weak law enforcement practices and low driver accountability contribute to widespread violations. Furthermore, the national system of vehicle certification and driver training does not fully comply with European standards, complicating the process of legislative harmonization. To improve the situation, a set of measures must be implemented, including harmonizing legislation with European norms, introducing modern technologies (video surveillance, intelligent transport systems, «smart» traffic lights), strengthening administrative responsibility for traffic violations, developing road infrastructure, and promoting a culture of safe traffic among citizens. The implementation of these measures will significantly enhance road safety, reduce accident rates, and adapt Ukraine’s transport system to European standards.
