PRESENTATION OF ELECTRONIC GOVERNMENT SERVICES ON SOCIAL NETWORKS

The modern development of messaging and communication practices in social networks has made it possible to initiate a dialogue in which public requests are presented and discussed with government officials. This has created the necessary conditions for the presentation of e-government services (e-services) in social networks. Taking into account the limitations caused by the specific nature of social networks and the spread of e-democracy practices, it allows ensuring the necessary efficiency in the provision of public services. As the practice of communication in social networks spread, existing views on considering them only as a resource for information exchange began to change. The urgent issue was to consider the need to control the exchange of information in social networks. An important issue was to determine who would have the right to do so. For this, it is necessary to determine the conditions under which e-services can be presented in the environment of social networks. The purpose of the work is to investigate the possibility of presenting e-services in the environment of social networks and to determine their potential impact on the process of public administration itself, based on the practice of e-government. The study shows that solving the problem of transferring e-services to the social network environment is a task that requires a comprehensive approach. First of all, it is necessary to determine what needs to be changed in the public administration system when it is presented in the information environment. To visualise the information component of e-services, the use of the Unified Modelling Language (UML) is proposed. This approach allows its visualisation based on the use of a static model using a UML class diagram. Next, it is proposed to determine the compliance of the service rules with the conditions of its presentation in the social network. The results of the review of the state of the network society allow us to conclude that the practice of presenting e-services in social networks is only at the beginning of its formation. In the modern information network environment, new organisational forms of e-government can only be the result of technological innovations that differ significantly from each other. Under these conditions, it is concluded that the problem of transformation of state institutions responsible for the provision of administrative services due to the closed nature of social networks has not yet been solved. It requires further research.
