Revisión de enfoques en el manejo de la información en la administración pública: contexto Sudamericano
Objective. To critically analyze the theoretical and methodological approaches used in the study of information management in South American public administration. Methodology. An integrative review was conducted using scientific articles indexed in the Scopus database, published between 2014 and 2024. Articles were selected based on thematic relevance, methodological approach, and geographical context. Key information was extracted regarding the sector analyzed, theoretical frameworks employed, dimensions of information management, and main findings. Results/Discussion. The reviewed studies primarily focused on the health, local government, and justice sectors. Theoretical approaches ranged from institutional and public value theories to empirical studies without an explicit conceptual framework. The most frequently addressed dimensions were accessibility, interoperability, digital perception, transparency, and citizen participation through data. Nonetheless, methodological fragmentation, weak theoretical articulation, and limited cross-sectoral coverage persist. Conclusions. Information management in South American public administration still faces conceptual and methodological gaps. It is necessary to develop situated theoretical models that incorporate informational equity, institutional legitimacy, and technological integration as key components to strengthen public services. Originality/Value. This study provides a critical and context-sensitive perspective on how information management has been addressed in South American public administration, identifying structural challenges and proposing future research and institutional development pathways.
