Nationellt och nära i Norrland : Klimatretorik i svenska partiprogram på nationell och kommunal nivå
The climate crisis means the world has to adapt. This impacts politics globally, nationally and locally. In northern Sweden this political impact has manifested itself through small municipalities becoming increasingly important regions for huge green investments. This thesis investigates how four of Sweden’s most prominent political parties frame climate politics on a national, and local level. Party manifestos from both national and local level are used to examine how four Swedish parties formulate climate policy, and to what extent these formulations reflect their ideological positions as well as local characteristics in two northern municipalities that have seen green investment at scale: Skellefteå and Boden. The research is conducted through a mixed-method approach combining quantitative word count and qualitative framing analysis. The findings suggest that the national party programs reflect ideological positions, with differences in the framing and emphasis of climate issues. There are differences in how ideologically consistent the parties are in their local programs. The extent to which the local programmes focus on local issues varies significantly and can not be explained by party ideology or local electoral strength, suggesting that other contextual factories also shape local climate policy formulations. While these findings call for further research this thesis is expected to have contributed insights to how climate policy is affected by ideology and local contexts.
