La politica di sicurezza e difesa comune al tempo di Trump

The article aims to provide some insights for a CSDP rapid acceleration, necessitated by the stance taken by the new U.S. presidency toward Ukraine, NATO, and Europe. After summarizing the possibilities for maneuvering to push on the CSDP implementation with unchanged primary legislation (e.g., assigning a stronger role to the European Defense Agency, delving into the opportunities guaranteed by the PESCO framework, functionally interpreting the rules on the internal market and competition in order to foster the creation of European “champions” in the industry of the sector), the essay focuses on the current limitations of CSDP, and identifies them in the way it is financed. An analysis of the new ReArm Europe/Readiness 2030 package is then offered, in which the effort made by the Union to try to overcome the constraint brought about by the absence of European financing for security and defense is emphasized (and in this direction the announced reform of the cohesion funds are also appreciated and acknowledged), and the main negative elements of the package are identified, the main one being the still prevailing choice to have Member States finance the security of the entire Union. The final part of the article offers a series of proposals, particularly aimed at fostering the creation of a European industry in the sector, through aggregations, but also investments by Member States (and, possibly, in the future, the Union) in strategic funds suitable for accompanying private capital in the consolidation of companies. In this perspective, the Author advocates a recessive interpretation of competition and internal market rules with respect to the pursuit of strategic and primary objectives for the future of the Union, such as precisely that of its security.
