El Derecho a la Seguridad Social como Derecho Humano Imprescriptible: Alcances y Desafíos desde una Perspectiva Constitucional y Convencional
This review article analyzes the non-prescriptibility of the right to social security as a fundamental human right, focusing on the Paraguayan legal framework and the international commitments assumed by the State. A doctrinal, jurisprudential and normative analysis is carried out, supporting the thesis that this right, as part of the constitutional block, cannot be subject to statutes of limitations when it concerns essential benefits for a dignified life. Structural obstacles such as labor informality, limited coverage, and administrative barriers hinder its effective enjoyment. Finally, actions are proposed to strengthen the principle of non-prescriptibility and promote a universal, inclusive and sustainable social security system.
