CURRENT TRENDS AND PROSPECTS IN TURKISH AGRICULTURE

Turkish agriculture experienced adverse changes in the 1980s under\nthe impacts of the deterioration in its terms of trade cum liberalization policies\nas well as misdirected price support policies. The outcome was a deceleration\nin productivity and output growth, further worsening of income distribution\nsectorwise against agricultuie, an explosion of agricultural imports and the\ndecline in animal husbandry while inventories were accumulated in some\ncrop products. A subjective evaluation of how agriculture will fare in the\nfuture shows that the major constraints on its revival will lie partly in the\nfulfillment of two domestic conditions, namely, relatively high GNP growth\nwithout too wide short-run instability as well as in the easing of government\nfinancial constraints, and partly in international conditions and policies that\ndetermine the foreign terms of trade, as well as loan conditionality.
