Інтеграція міжнародного досвіду в організацію оборонних закупівель України в умовах війни

Defense procurement plays a crucial role in ensuring Ukraine’s national security, especially in wartime, when the demands on the country’s defense capabilities are constantly changing. The defense procurement system ensures the timely delivery of essential material resources to maintain the combat readiness of the Armed Forces of Ukraine and other security forces, including modern technology, ammunition, and medical supplies. An important aspect is the integration of international experience, particularly NATO standards, which enhances procurement efficiency, minimizes corruption risks, and ensures steady access to essential resources even in the most challenging times. One of the main tasks is adapting national procedures and legislation to wartime conditions, which requires increased flexibility, speed, and transparency in the procurement processes. The implementation of tools such as the Prozorro system significantly improves procurement transparency, reduces corruption risks, and enhances efficiency. At the same time, issues with supply chains, border blockades, and violations of import procedures complicate the processes, which requires flexibility in legislation and improvements in technological solutions. The article focuses on analyzing recent research and publications related to defense procurement in Ukraine and the integration of international experience. In particular, it examines the experiences of NATO and EU countries, analyzes changes in Ukrainian legislation aimed at improving defense procurement, and discusses the integration of modern technologies and digital platforms. Special attention is given to the improvement of procurement regulation mechanisms, enhancing logistics, and expanding cooperation with international partners, which allows for the procurement of modern technology and weaponry in accordance with international standards. The use of international experience and the adaptation of legislation to wartime conditions are critical to ensuring effective defense procurement in Ukraine. Key areas of transformation include: specifying legislative changes to increase flexibility in procurement procedures, improving logistics processes, engaging international partners, and enhancing digitalization and integration with other government platforms. Implementing these proposals will improve the efficiency of the defense procurement system and strengthen national security, creating a system capable of responding quickly to the challenges of modern warfare.
