Механізм адаптивного управління розвитком закладів охорони здоров’я в умовах цифровізації та мінливого безпекового середовища

The article is devoted to the study of mechanisms for adaptive management of the development of healthcare institutions under the influence of digitalization processes and in the context of a changing security environment. It is proven that the healthcare sector plays a key role in social development and is the basis for preserving the nation's gene pool. An assessment of indirect losses in the healthcare sector in Ukraine was carried out. According to data as of July 1, 2024, direct losses associated with the destruction and damage of medical institutions are estimated at $3.12 billion. Indirect financial losses exceed $11 billion and are mostly caused by the suspension of the activities of institutions due to security risks and the departure of patients outside the country. It is argued that in the context of modern challenges, adaptive management of the development of healthcare institutions is gaining strategic importance, as it requires not only the physical restoration of infrastructure, but also effective mechanisms for digital transformation, financial stabilization, and adaptation to a changing security environment. It has been studied that the functions of the mechanism of adaptive management of the development of healthcare institutions in the conditions of digitalization and a changing security environment are formed on the basis of the algorithm of the management process built on adaptive principles, namely: the emergence of external and internal factors of influence (incentives), the collective formation of strategic and tactical development goals, the transformation of these goals into internal motivational mechanisms of personnel, the development of adaptive management models, self-organization and integration of management decisions through the coordination of goals, coordination of actions and the implementation of adaptive models in the work of the institution, constant monitoring and self-correction by executors, analysis of the effectiveness of decisions, predictive regulation based on joint analysis (manager-executor), forecasting further changes and making adjustments to current management models in accordance with the identified opportunities and risks. It has been established that the adaptive mechanism of change management in healthcare institutions should include a number of key elements that will ensure their effective functioning and development in the conditions of digitalization and an unstable security environment. It is analyzed that adaptive management in the healthcare sector is implemented through a system of mechanisms that ensure effective response to the challenges of digital transformation, dynamic changes in the security environment, competitive pressure and internal factors that contribute to achieving the strategic goals of medical institutions, reducing the negative impact of external threats and eliminating contradictions in the process of their activities. It is proven that the healthcare system is undergoing significant changes in the context of digitalization, namely: periodic examinations are replaced by online diagnostics; the Internet of Things makes it possible to continuously monitor patient health using sensors; operators of medical services and related infrastructures are switching to digital platforms, etc.
