YÜKSELEN GÜÇLERİN DENGELEME ARACI: BRICS ÜLKELERİ

Abstract This study has been prepared with the aim of participating in the debate on BRICS. The idea that the US's post-Cold War hegemonic supremacy is slowly declining and the rapid rise of regional powers in the system draws attention. While some scholars argue that rising regional powers pose a threat to US hegemony, others argue that the US continues to maintain its hegemonic power in a healthy manner. After the 9/11 attack, the US's cross-border operations were criticized for their violation of human rights and unilateral decisions against the prevailing norms, and the call for a pluralistic system gained momentum. The emergence of rising powers competing with the US in different fields has not only been perceived as a threat to American hegemony, but has also raised the question of whether a new order can emerge. BRICS emerged as a platform supporting the inclusion of developing countries in the system and pluralist policies at a time when these questions were emerging. With the establishment of the BRICS platform, it opened a wide debate area for the questions of a new order. The rapid institutionalization of the BRICS platform, the New World Bank, and the BRICS common currency, as well as its structuring in parallel with the US order, have been read as a challenge to the hegemon. With its 11 member states, BRICS, with its latest expansion, accounts for more than half of the world's population and almost half of the world's gross domestic product. Despite its great inclusiveness and idealistic foundations, the BRICS platform runs counter to international norms by including non-democratic countries. There are uncertainties about the recruitment of members. The members of the platform have problems in pursuing a common position vis-à-vis the West. There are unresolved conflicts among the members. In addition to these problems, it is believed that the foundations of a new Eastern imperialism are being laid under the leadership of China. It is stated that the platform is an attempt to balance American hegemony for a new generation of Eastern imperialism.
