DO WE HARVEST WHAT WE SOW?
The field of public policies has been marked by intense dynamics of the transfer and circulation of ideas, practices, and instruments. Enhanced by globalization, this phenomenon implies that agendas, often orchestrated by economically dominant countries, influence and shape territories, through strategies and policies at different levels, from global to local, historically in a north-south direction. Although presenting new directions, this trend highlights the direct or indirect relevance and influence of globally agreed agendas. This article aims to analyze the circulation of the Climate Agenda with a focus on SDG-13 from informational infrastructures on a global scale to the way policies circulate and are subsequently territorialized in metropolitan and local contexts. One of the main challenges faced is the effective integration of this objective, in a way that promotes actions and policies guided by the tripod of equity, social and environmental justice. We opted for the method of process tracing to understand how this Global Agenda is being disseminated and implemented in Sorocaba's Metropolitan Region, and how this has influenced the transformation of plans and agendas locally and regionally. The analysis was carried out through the evaluation of reports, plans, laws, institutional and legal documents, and other outcomes produced by the municipality of Sorocaba and in activities since its institutionalization. Our analysis indicates the nature and extension of the territorialization of this global agenda in the practices and strategies adopted in metropolitan governance and planning. It highlights the interaction between local and global actors, mediated through transnational networks, and the various interests connected through training, financing, and global projection, constituting an infrastructure for the circulation of ideas.
