COMMUNICATION POLICY OF THE EUROPEAN UNION COUNTRIES: USEFUL EXPERIENCE FOR UKRAINE
The article explores and summarizes the experience of European Union countries regarding communication policy in relation to the challenges Ukraine faces during wartime and will face during post-war reconstruction. The concept of state communication policy is revealed as a strategically planned and systematically implemented activity by the government and state institutions to manage information flows and interact with the media, the public, and the international community. It emphasizes that, in the conditions of war, a well-constructed communication policy is an extremely important element of governance and the formation of societal resilience. Positive changes can only be achieved through effective communication and cooperation between all stakeholders, taking into account the experiences of countries that have already undergone the difficult path of fighting for their independence and rebuilding after global cataclysms. In this context, the experience of European countries in the development of communication policy is studied, where communication is understood as a two-way process, with the main participants being the government and society.
