Abstract

Ukraine is going through the most difficult times since gaining independence. The principles of public administration, approaches to financial and credit relations, social priorities, and the general direction of the country's foreign policy have changed. These transformations have also affected the fields of education and science, where changes are not always positive. On the contrary, there is a tendency to stagnation in education caused by insufficient institutional support, shortcomings in human resources and financial policies. Russia's aggressive actions against Ukraine have led to a significant increase in internal and external migration, in particular among highly qualified and highly specialized specialists who have played a key role in the development of education and science and have demonstrated their effectiveness. In such circumstances, there is a need to establish clear directions for organizational and innovative management to ensure financial and human resources of academies, institutes, universities and other educational institutions to help restore the country's intellectual potential. Of particular importance is the development of a methodology for assessing and forecasting this process. In this context, the article outlines approaches to assessing, forecasting and improving the organizational and innovative management of financial and human resources of higher education institutions. In particular, the author highlights the key areas of implementation of the personnel policy of various higher education institutions, such as: improvement of forms of professional development; application of modern promotion programs; attraction and retention of young professionals; establishment of objective and comprehensive performance criteria; introduction of modern technologies for assessing the teaching staff and the quality of the personnel policy of a higher education institution; formation of an integrated system of incentives and incentives; development of the demand for new competencies of the teaching staff. Given the trends in forecasting financial and human resources to improve the management of higher education institutions, managers should focus on attracting investment to improve the quality of research.
