Трансформація соціальних держав внаслідок військових конфліктів

Military conflicts have always had a significant impact on societies, economies and political systems, acting as a catalyst for profound transformations. In the current context, the impact of military conflicts on welfare states characterized by a developed social protection system and inclusive mechanisms of state regulation is of particular interest. The article examines both internal and external aspects of the impact of wars on welfare states. On the one hand, a shift in budget priorities towards military spending can lead to cuts in social programs, which increases the level of socio-economic instability. On the other hand, in times of war, states often strengthen social protection to support the population, which can contribute to the further development of welfare state institutions. The article also analyzes the transformation of social relations, including changes in the level of trust in state institutions and mobilization processes. The economic consequences of military conflicts are multifaceted: redistribution of resources in favor of military needs, destruction of economic infrastructure, reduction of production capacity, loss of human capital and disruption of logistics chains. Particular attention is paid to the analysis of changes in the budgetary policy of states, as well as the impact of sanctions, international isolation, and global economic shocks on the development of welfare states. The social consequences of wars include mass migration processes, integration of refugees, adaptation of the labor market and changes in approaches to the organization of the social protection system. The article examines the experience of different countries in supporting internally displaced persons, veterans and affected civilians, which is critical for the effective functioning of the welfare state in crisis conditions. Political transformation caused by military conflicts can have contradictory consequences. On the one hand, war can strengthen authoritarian tendencies and state control over society. On the other hand, historical experience shows that wars often contribute to the modernization of political systems and the development of democratic institutions, in particular through the expansion of the role of the state in the social sphere. Global challenges for welfare states in the context of military conflicts include the need to integrate refugees, balance military spending with funding for social programs, and maintain social cohesion. The article analyzes how different states are adapting to new realities, ensuring the stability of social systems and the trust of citizens in government institutions. Thus, the article explores the complex interrelationships between military conflicts and welfare states, examines the main economic, social and political consequences of war, and outlines possible ways to adapt public policies to new challenges.
