Міністерство соціальної політики України як суб’єкт контролю у сфері соціального забезпечення населення України

The article is devoted to the analysis of the control activity of the Ministry of Social Policy of Ukraine in the sphere of social security of the population. The author examines the legal framework that defines the control functions of the Ministry of Social Policy of Ukraine, as well as the peculiarities of their practical implementation. The author examines the main areas of control, in particular, the activities of the Pension Fund of Ukraine in maintaining the register of insured persons, control over the use of budgetary funds, compliance with legislation in the field of social services and distribution of humanitarian aid. Particular attention is paid to the analysis of the effectiveness of the control exercised, in particular, the correlation between the statutory and actual powers of the Ministry of Social Policy of Ukraine. It is revealed that a significant part of the control functions is of a coordinating nature, and direct supervision over the implementation of social programs in many cases is carried out through subordinate structures and interaction with other state bodies. The author identifies the main challenges in exercising control powers, in particular, the limited mechanisms of direct influence of the Ministry of Social Policy of Ukraine on the results of social policy. The author notes the existence of certain problems in the field of control, in particular, insufficient transparency of reporting and difficulties in conducting effective monitoring. The issues of control over humanitarian aid are considered, including an assessment of the changes that have occurred since the introduction of the Automated Humanitarian Aid Registration System. It is noted that the new Procedure for the Passage and Accounting of Humanitarian Aid, which came into force in 2023, has caused a number of discussions in the professional environment. Despite the fact that the system is aimed at increasing the transparency of accounting and monitoring of humanitarian resources, its implementation has drawn criticism from civil society, in particular due to the increased bureaucratic procedures and possible difficulties in the work of volunteer organizations. The author concludes that there is a need to improve the mechanisms of state control in the field of social security, which will help to increase the efficiency and transparency of social policy implementation in Ukraine.
