Digitally-enabled Boundary-Spanning in Achieving Resilient Government

This study investigates the process of developing smart governance through boundary-spanning capabilities at the Taipei Urban Intelligence Center (TUIC). As technological and societal issues such as financial crises and epidemics intensify, governments enhance their resilience by integrating digital technologies and adaptive policymaking. However, boundary issues, including information sharing, privacy, and departmental collaboration, pose significant challenges. This research identifies strategies to overcome these barriers and improve smart governance. Using a case study methodology, the study examines TUIC’s experience in fostering cross-domain municipal integration and developing resilient governance mechanisms. The findings highlight the critical role of boundary spanning in achieving effective smart governance and provide insights into the adaptive strategies employed by the Taipei City Government to address complex urban challenges.
