Сучасний погляд на інформаційно-правове забезпечення агропромислового комплексу України

The article is devoted to some aspects of the analysis of the current state of information and legal support for the agro-industrial complex (AIC). The main stages of the evolution of legal support for information processes in the AIC are considered, starting from the advisory activities of the 17th–19th centuries to today’s digital reforms. The key areas of regulatory and legal support for the digital transformation of the AIC are outlined, in particular, issues of implementing legislation on geographic information systems (GIS), the Internet of Things (IoT), artificial intelligence, blockchain technologies, automated management systems for agricultural enterprises and electronic document management. Special attention is paid to problematic aspects of regulatory and legal support for the digitalization of the agro-industrial complex of Ukraine. The issues of administrative and legal support for the protection of personal data, cybersecurity, intellectual property, administrative and legal protection of algorithmic solutions and regulatory support for state control over the implementation of e-commerce are highlighted. Current challenges are analyzed, in particular the need to harmonize Ukrainian legislation with European standards (GDPR, Artificial Intelligence Act) and create effective mechanisms for legal control over the implementation of innovative digital technologies in the field of sales of agricultural products. Proposals are made for the formation of a strategy for the development of information and legal support for the agricultural sector, which includes the development of a modern regulatory framework, the expansion of public-private partnerships, the creation of a single digital agricultural ecosystem (EDAE), and the application of the latest legal views for the future formation of a national agricultural data platform and modern legal approaches to the standardization of information technologies. It is proven that effective administrative and legal support for digital processes in the agro-industrial complex will contribute to increasing the productivity of its industries, ensuring stable development and guaranteeing the food security of Ukraine regardless of external and internal factors.
