Innovative Diplomatic Strategies of Traditional Actors in the Indo-Pacific Region
The purpose of the research is to analyse a number of vectors of diplomatic discourse on the concept of ‘Indo-Pacific’ (IP). Its main points are as follows: 1. It has been updated: 1) the adoption in March 2024 by the US President of the Free Association Agreement, signed in 2023. The US signed a free association agreement with the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau, which will last until 2043 and will receive funding of $7.1 billion; 2) the announcement on 20 March 2023 by Japanese Prime Minister Fumio Kishida on 20 March 2013, the announcement of the Free and Open Indo-Pacific (FOIP) plan in India, which improves on the existing concept set out by former Prime Minister Shinzo Abe to engage India more closely, which has repeatedly emphasised the need for ‘inclusiveness’ (meaning the inclusion of China); 3) the announcement in 2023 by the AUKUS partners of a by the partners of AUKUS, created in 2021 by the elite of Australia, Britain, and the United States, to accelerate the construction of a nuclear submarine in Australia; 4) a statement at the 2023 QUAD Summit in Hiroshima on opposition to attempts to change the status quo ‘by force or coercion’ in the maritime sphere, which indicates the renewal of the tasks of the strategic QUAD, launched in 2004; 2. The existence of China’s initiatives such as the Great Silk Road, the Belt and Road Initiative (BRI), the 21st Century Maritime Silk Road, the Silk Road Economic Belt, and the Digital Silk Road (DSR) to connect China with the rest of Asia, Africa, and Europe through road, rail, port, and other infrastructure projects in the form of trade and transport corridors; 3. The emergence of different interpretations of the concept of ‘Indo- Pacific region’ in the theoretical discourse requires: 1) a certain verification of the sources of its origins in the discourse; 2) analysis in the context of systematic, comparative and historiological methods both in diachrony and synchrony of the course of events in international relations in the region; 3) systematisation of political interests voiced in the legal and defence documents of the IR actors; 4. Reflections on hypotheses about the consequences of consolidating the efforts of the above-mentioned IR actors and their analysis, which suggests that this activism will affect: 1) IR policy and international security in general; 2) the increasing militarisation of the region as China rejects the involvement of international organisations in resolving disputes; 3) the emergence of specific divisions in NATO and concerns in the EU over a number of misunderstandings such as Australia’s cancellation of the contract with France in favour of AUKUS.
