INCOME DISTRIBUTION AND EMPLOYMENT ASPECTS OF TURKEY'S POST-1980 ADJUSTMENT

Against the backdrop of a mild improvement in countrywide\nincome distribution in Turkey from 1973 to 1978. the available\nevidence on the nature and direction of distributional shifts are examined\nfor the 1978-88 period. The characteristic features of formal\nplanning and de facto policies for the labor market are also outlined.\nThe paper interprets the post-1980 distributional changes in\nthe context of heavy policy reliance on relative price changes in the\neconomy to reduce absorption, promote exports, and strengthen\ndomestic resource mobilization processes. The distributional impact\nof the rise and fall in external borrowing is broadly discussed.
