Factors affecting the functioning of the system of military registration of conscripts, conscripts and reservists

In the context of repelling the aggression of the Russian Federation (RF), the need for human mobilization resources in Ukraine is increasing. To record, accumulate, and analyze the available human mobilization resources in the state, military registration of conscripts, military personnel, and reservists is organized and maintained. The military registration process is a process with a large number of uncertainties, therefore, there is an objective need to study the factors influencing the functioning of the military registration system. Translation: Factors that influence the process of the military registration system can be divided into three classes: Factors determined by the properties (qualities) of the system; Factors that characterize the methods of using the system; Factors that characterize the conditions of using the system. The analysis of factors influencing the military registration system was carried out within the framework of a block system, built on the following logical principle: External macro-environmental factors → External micro-environmental factors → Internal environmental factors. The following groups of external macro-environmental factors that influence the functioning of the military registration system should be included: economic, cultural-educational, technological, and social. External micro-environmental factors influence the processes of state regulation of the military registration system and characterize political, legislative, organizational-management, informational-propaganda, demographic, and moral-psychological aspects. Internal factors are determined by the characteristics of the system under study. As a rule, they refer to those that can be controlled and reflect the influence of system elements on the course and result of the functioning of the military registration system. The article has studied and classified the main factors influencing the process of organizing military registration.
