Механізм державно-приватного партнерства у контексті реформування системи управління публічними інвестиціями в Україні
Ukraine has to reform the public investment management system on its way to European integration. At the same time, in the crisis conditions of a constant search for funding due to the military aggression of the Russian Federation, in particular for the implementation of infrastructure and investment projects, Ukraine faces unprecedented challenges in terms of the need to modernise its economy, infrastructure and public administration. The issue of attracting private capital to the sectors of the economy that were originally financed by the state in Ukraine is becoming crucial. The mechanism of public-private partnership, which has not been fully implemented in Ukraine to date, is becoming particularly relevant today. The article examines the organisational and legal framework for reforming the public investment management system and the impact of public investment management reform on the institution of public-private partnership in Ukraine. The prerequisites, essence and objectives of the public investment management reform are described. The state of implementation of this reform is analysed. Special attention is paid in the article to the analysis of the stages of the Roadmap for reforming public investment management. The further steps to be taken in the coming years in Ukraine are identified. The author defines the concept of public-private partnership and emphasises the need to replace the term in the national legislation with the term ‘public-private partnership’ by amending the Law of Ukraine ‘On Public-Private Partnership’ and other regulatory legal acts. The author analyses the opportunities of implementing public-private partnership projects in the context of public investment management reform in Ukraine. The author summarises that the verification of projects for their feasibility through public-private partnerships, the introduction of strategic planning tools, the application of unified approaches to the preparation, evaluation and prioritisation of projects, the strengthening of the institutional capacity of public authorities, and the digitalisation of processes envisaged in the course of the public investment management reform should help to increase business confidence in Ukraine and develop the institution of public-private partnership.
