The article is devoted to topical issues of legal regulation of land use in the field of urban development. The author examines the legislative support for the use of land for development. The terms «urban development» and «urban development activity» are analysed and their correlation is established. The main directions of urban development activities and requirements for their implementation are discussed. The author offers his own approach to rational urban planning. The author emphasises the state registration of rights as a condition for land development. The problems in the field of spatial planning of territories of territorial communities, in particular, the development of comprehensive plans for spatial development of territories, are investigated. The purpose of developing comprehensive plans for the spatial development of territories of territorial communities is noted. Attention is focused on the shortcomings of legislative support for spatial planning of territories of territorial communities. The author suggests ways to solve problems in the field of elaboration of comprehensive plans for spatial development of territories of territorial communities. The role and peculiarities of spatial planning in the context of military operations and post-war reconstruction of communities are emphasised. The relationship between urban planning and the State Land Cadastre is considered. The peculiarities of maintaining and correlation of the State Land and Urban Planning Cadastres in urban planning activities are noted. The advantages of introducing electronic technologies in the field of construction (unified electronic system) are considered. The features of urban planning control in the sphere of land use for development are investigated. The system of urban planning control bodies is analysed. The influence of decentralisation on the sphere of urban planning control is noted. The role of state architectural and construction control in the field of urban development is emphasised. Attention is focused on the gaps in legal regulation in the field of ensuring the protection of land for development, which is necessary at all stages of the improvement of settlements. Proposals are made to improve the current legislation in terms of protection of land used for development.
