Güney Kore Yapay Zekâ Yasası’nın Analizi ve Türk Hukukuna Bir Model Olarak Değerlendirilmesi
South Korea has enacted a law called the South Korea Artificial Intelligence Basic Act (SKAIA) with the aim of establishing a comprehensive regulatory framework in the field of artificial intelligence. This law was drafted to ensure the safe and ethical use of artificial intelligence technologies, to support innovation in the sector and to increase international competitiveness. This law enacted by South Korea, one of the countries with the highest rate of robot use in the world and home to global technology giants, is an important step for the global technology ecosystem and should be examined in detail. In this study, the regulations introduced by the SKAIA are discussed in detail and the basic principles of the law are analyzed. The law focuses on three main areas: governance and regulatory framework, policies to promote technological development, and ethical and safety standards. The text of the law was analyzed using artificial intelligence methods such as natural language processing and sentiment analysis, and it was found that the text generally uses neutral language, and that regulatory and development supportive statements are prominent. For Turkey, the SKAIA can serve as an important model in the process of creating a national artificial intelligence law. In addition to Turkey’s current National Artificial Intelligence Strategy, establishing regulatory mechanisms, supporting artificial intelligence entrepreneurship and setting ethical and safety standards will increase the country’s global competitiveness in the field of artificial intelligence.
