Інституалізація державного управління євроінтеграційним процесом в Україні

This study examines the institutionalization of public administration of the European integration process in Ukraine. Thenbsp;institutional framework includes: the President of Ukraine; the National Security and Defence Council of Ukraine; the Verkhovna Rada of Ukraine; the Cabinet of Ministers of Ukraine (including the Government Office for Coordination of European and Euro-Atlantic Integration and the Government Committee on European and Euro-Atlantic Integration, International Cooperation, Legal Policy, and Law Enforcement); central executive authorities; local executive authorities; local councils; the Ukrainian side of the Association Council between Ukraine and the EU; and the Ukrainian side of the Association Committee between Ukraine and the EU. The functional powers of all entities within the institutional framework of public administration of the European integration process in Ukraine are identified and expanded. Specifically: the President of Ukraine performs organizational, motivational, integrative, security, and state-building functions; the National Security and Defence Council of Ukraine is responsible for planning / forecasting and security functions; the Verkhovna Rada of Ukraine carries out planning / forecasting, organizational, control, integrative, and state-building functions. Given the wide range of powers of the Cabinet of Ministers of Ukraine and its Government Office and Government Committee, it is proposed to include the Secretary of the National Security and Defense Council of Ukraine in the Government Committee on European and Euro-Atlantic Integration, International Cooperation, Legal Policy, and Law Enforcement. Thenbsp;Cabinet of Ministers of Ukraine performs planning / forecasting, organizational, control, integrative, and security functions. Central executive authorities are responsible for planning / forecasting, organizational control, and integrative functions. Local councils perform planning / forecasting, organizational, control, integrative, and state-building functions. Local state administrations carry out planning / forecasting, organizational, control, and integrative functions. Based on the identified and proposed powers of the public administration entities involved in the European integration process in Ukraine, an institutional model of public administration of the European integration process has been developed.
