Abstract

The article examines the features of the functioning of the civil service of Ukraine under martial law. The current state of the civil service, positive aspects, challenges and negative factors affecting its activities in crisis conditions are analyzed. The authors note that the current state of the civil service of Ukraine is characterized by significant challenges that have arisen before civil servants who must ensure the stable functioning of the state apparatus in crisis conditions, namely: management complications, staff shortages, physical threats and lack of funding. These challenges have affected all aspects of the functioning of the civil service. The positive aspects that exist today, in the opinion of the authors, are prompt decision-making, digitalization and increased interaction with the public. A significant part of state institutions has transferred document flow to electronic format, which allowed to ensure continuity of work even in cases of physical destruction of offices or lack of access to them. Particular attention is paid to the problems of staffing, material and technical base, digitalization and corruption risks. Specific recommendations are proposed for improving the work of the civil service both during the war and in the post-war recovery period, such as: the introduction of digital technologies, improving personnel policy and increasing the transparency of management processes. The researchers emphasize that to strengthen the system, it is necessary to focus on restoring the material base, supporting employees, introducing psychological support programs, simplifying the procedure for attracting new specialists, and reforms that will allow adapting to new challenges, which will ensure the stability and efficiency of the civil service in the post-war period. Particular attention, the authors emphasize, should be paid to the strategy of post-war recovery: reintegration of territories, training of employees, modernization of management processes and development of trust in the civil service.
