Людський розвиток в Україні: сучасні реалії, ризики та їхні наслідки.
The article analyzes current challenges and prospects for human development in Ukraine in the context of war and post-war reconstruction. The main attention is paid to the concept of human development as an integral characteristic of social progress based on four key components: productivity, equality, sustainability and empowerment. The author examines the state and trends of human development in Ukraine in the context of uncertainty caused not only by low living standards, problems in the field of decent work, demographic crisis, imperfect pension system, poor quality of educational and medical services, growing polarization in society, inflation, but also by new challenges of war. The authors examine the impact of war on the demographic situation, labor market, education system, social inequality and living standards of the population. The necessity of optimizing the processes of prevention and risk management in the context of a long-term war is substantiated. It is determined that the formation of the institutional framework for human development should be guided by the strategic framework of the EU social policy. The main guidelines of such a policy should be: inclusiveness of social development; accessibility and high quality of social services; high quality of life, including labor; decent work; competitive conditions for development; healthy longevity and social justice. At the same time, it emphasizes the importance of creating favorable conditions for the comprehensive development of the individual, in particular by improving access to healthcare and education services, social integration of internally displaced persons and reducing inequality. The restoration of human capital and the introduction of European standards in all spheres of life are seen as key priorities for restoring the living environment and ensuring sustainable development of Ukraine in the post-war period.
