Пріоритети ресурсного забезпечення публічного управління в територіальних громадах

The article presents a systematic analysis of the priorities of resource provision for public administration in Ukraine’s territorial communities amid the transformation of local self-government, decentralization processes, the intensification of systemic challenges, and the full-scale war. The relevance of the research is substantiated by the growing importance of communities’ resource capacity as a fundamental prerequisite for the effective functioning of local authorities, the provision of quality public services, and the strengthening of resilience in times of crisis. The theoretical and methodological foundation of the study is based on the principles of public administration, public sector economics, administrative science, and resilience theory. The study focuses on four key areas of resource provision for local self-government bodies (LSGBs): financial, human, informational, and material-technical. Based on the analysis of statistical data and regional reports, the relationship between the volume of administrative expenditures and the level of local governments’ own revenues is revealed. It is found that cities and regional-level administrations benefit from economies of scale, allowing them to reduce the share of administrative costs and allocate more resources to social, educational, and infrastructural development. Conversely, in rural communities, the share of expenditures on LSGB maintenance is significantly higher, highlighting the need to optimize governance structures and seek additional sources of funding. The human resource component is analyzed through the lenses of professionalization, motivation, age structure, and regional imbalance. The average age of LSGB employees is 45, with the majority being women with higher education. However, high staff turnover, low motivation, and weak cooperation with educational institutions remain pressing challenges. The article argues for the development of a National Strategy for Human Resource Management in LSGBs, which should include the establishment of regional training centers, mechanisms for career advancement, and systems for performance evaluation. Information provision is viewed as a tool for digitizing governance processes and increasing government transparency. Statistical data show that only 41 % of LSGBs have full access to digital systems, indicating an insufficient level of digital infrastructure across Ukrainian regions. The study emphasizes the need to build a unified information space that integrates local, regional, and national platforms and introduces big data analytics tools to enhance the quality of administrative decision-making. Material and technical provision is examined in the context of the institutional capacity of communities. According to data from the Association of Ukrainian Cities, the Kyiv and Dnipropetrovsk regions demonstrate the highest levels of technical equipment, while Cherkasy and Sumy regions rank the lowest. The article concludes that successful modernization of material infrastructure is possible through the attraction of investments, subsidies, grants, and the development of public-private partnerships. The study proves that effective resource provision for public administration at the local community level requires a comprehensive approach that considers both macroeconomic conditions and the specific local context. It recommends a shift from fragmented administrative decisions toward the implementation of an integrated financial and economic strategy for community development, aimed at achieving sustainable growth, social cohesion, and institutional resilience. In this regard, the integration of financial, human, informational, and material resources is not merely a technical challenge but a strategic objective of public policy.
