Governança climática transnacional: uma análise crítica dos mecanismos de gestão frente aos eventos climáticos extremos

The scientific article examines the complex relationship between governance and extreme weather events in the scenario of global climate change. The analysis demonstrates how the intensification of phenomena such as heat waves, severe storms, floods and droughts has required a reformulation of traditional models of environmental governance. Through case studies and review of specialized literature, the work shows that these events have become more frequent and severe in their social, economic and environmental consequences. The research highlights that current environmental governance needs to incorporate elements of climate adaptation, risk management and socio-ecological resilience, transcending conventional approaches. The study points to governance as a crucial element not only for managing the immediate consequences of extreme events, but mainly as a strategic instrument for developing adaptive capabilities and preventive measures. The transnational nature of these challenges stands out, indicating that effective solutions require coordination between different levels of governance and different actors, including governments, international organizations, civil society and the private sector. The work concludes by suggesting recommendations to strengthen environmental governance mechanisms, emphasizing the need to integrate scientific knowledge, social participation and institutional innovation to build societies more resilient to climate change.
